Born in Molfetta, Italy, he was the eldest of five children born to Ferdinando Cifariello, a singer from Bari, and Giovanna Rutigliano. His formal artistic path led him to the Accademia di Belle Arti di Napoli, where he studied under the painter Gioacchino Toma. This academic foundation, combined with a natural inclination toward plastic arts, allowed him to refine his skills in creating small figures, busts, and ornaments. His early career was characterized by a restless energy that occasionally placed him at the center of artistic debates, particularly regarding the tension between academic traditions and the emerging verismo movement.

Cifariello's technical repertoire was remarkably diverse, spanning various media including bronze, marble, polychrome marble, silver, terracotta, and plaster.
